It happens when a person has Plain Text emails turned on instead of HTML emails.  There is no way to format a link to look pretty if it is plain text and since we track every click in every email, those links are long and ugly.  Normally, it would look like this:

The vast majority of people receive email in HTML format.  While we wish there was a way around this for Plain text, we would either have to get rid of the tracking function or disallow plain text (which affects delivery rates). There is a tradeoff no matter how you slice this particular issue.
